Not really a Framemaker issue, might not really even be a TC Suite issue but here it goes:
I'm trying to resolve a "Licensing for this product has expired" issue when opening Framemaker 10. I found this link:
Error: "Licensing for this product has expired" on startup
which says to download and install an update for TC3.
When I attempt to install the update it tells me that updates are being suppressed by my admin. I am the admin.
Says to delete the AdobeUpdaterAdminPrefs.dat but it is immediately recreated when I try to run the patch installer.

Says that enterprise level license agreements might involve admins disabling updates manually; which we do (afaik) in the registry HKLM\Software\Policies\Adobe\Air\UpdateDisabled
Is there a way to patch the TC Suite (version 3) another way? Is there another place I should be looking to see if updates are being disabled somewhere else? Any help resolving\understanding this would be appreciated.
