Why is FrameMaker 10 throwing a licensing error when the rest of the TCS 3.5 suite is working fine?

I tried to move the suite to a new computer. Deactivating the licenses from the other computer and installing it on the new one. I find that Frame is throwing the error, meanwhile, Captivate and RoboHelp are still working fine.
